This came after heartbreaking cases like Rohith Vemula and Payal Tadvi, young students who lost their lives after facing alleged caste-based harassment. The old rules from 2012 were weak and slow. The number of discrimination complaints had also more than doubled in recent years, so stronger action was needed.

What Do the Rules Say? Your College Must Do This:

  1. Help for All Groups: Earlier, mainly SC/ST students were protected. Now, OBC, EWS, women, and disabled students are also officially included. If anyone troubles you based on your identity, these rules protect you.
  2. Principal is Responsible: If discrimination happens, the college head (like the Principal) will be held directly responsible. They cannot ignore complaints anymore.
  3. New Help Centers in College:
    • Equal Opportunity Cell (EOC): A special office in your college where you can go for help and advice.
    • College Equity Committee: A team of teachers and students, including members from SC, ST, OBC, and women, to listen to problems.
  4. Fast Action: If you complain, the committee must take the first step within 24 hours and solve the matter in 15 days. No more long, delaying tactics.
  5. Helpline & Online Portal: Your college must have a 24/7 phone helpline and website where you can report problems anytime, safely and privately.

What If a College Doesn’t Obey the UGC Bill 2026?

If a college ignores these rules, the UGC can stop its grants (money) or even cancel its recognition. This means the college could be shut down.

What Exactly is “Discrimination” Under the New Rules?

  • Denying students access to libraries, labs, or hostels.
  • Any action that hurts a student’s dignity or stops them from learning equally.

If found guilty, both the individual (like a teacher or student) and the institution can face serious punishment.

Why Are Some People Protesting?

Not everyone is happy. Some students, especially from the General Category, are protesting. They feel:

  • The rules are one-sided and don’t protect them if they are falsely accused.
  • Someone could misuse the rules to file a false complaint out of personal rivalry.
  • The constant monitoring (like ‘Equity Squads’ roaming campus) feels like too much control.

Cases against these rules are also going on in the Supreme Court.

Despite the debate, the goal is clear: to make college a place for learning, not fear. These rules try to ensure that whether you study in a big city or a small town, you get the same respect and protection.
